Foreigners Help Fill US Teaching Positions
October 29, 2019

The Aztec Municipal School District serves about 3,000 students in northwestern New Mexico. But, for nearly eight years, the school district had trouble finding full-time teachers for its special education students. It instead used temporary or substitute teachers to work with children who have physical disabilities or difficulty learning.(アズテック公立学校区は、ニューメキシコ州北西部で約3,000人の生徒に学校教育を提供している。

Aztec is not alone. New Mexico State University reported that the state had 740 unfilled teaching positions in public schools.(アズテックだけではない。

A study from the Learning Policy Institute estimates that nationwide, public school districts currently have a shortage of 112,000 teachers.(Learning Policy Instituteが行った研究では、全国の公立学区で現在、11万2,000人の教師が不足していると推計されている。)

This year, through a program that brings foreigners to teach in U.S. schools, Aztec has eight full-time, special education teachers. All of them are Filipinos with J1 visas from the U.S. State Department. They teach some of the children who attend the district’s six schools.(今年、合衆国の学校で教えるために外国人を招くプログラムを通じて、アズテックには8人の常勤の特殊教育教師が来ている。

Aztec’s Filipino teachers are trained specialists in their areas of expertise. They come to teach for three years, and the visa can be extended for up to five years. The J1 visa, however, does not lead to a green card, or permanent residency in the United States.(アズテックのフィリピン人教師は、専門分野の訓練を受けた専門家だ。

“Working in America is a dream of every Filipino teacher,” she told VOA.

The U.S. State Department says 3,252 foreign teachers were given exchange visas in 2018. The countries sending the most teachers were the Philippines, Spain, Jamaica, China and France. The top five states with the most foreign teachers were North and South Carolina, New Mexico, Texas and California.(合衆国国務省によれば、2018年には3,252人の外国人教師に交流ビザが発行されている。

NCAA Votes to Permit College Athletes to Make Money
October 29, 2019

The National Collegiate Athletic Association (NCAA) has taken the first step toward permitting college athletes to make money from their “name, image and likeness.”(全米大学体育協会(NCAA)は、大学のスポーツ選手が、自身の「名前、映像、肖像」によってお金を稼ぐことを認める第一歩を踏み出した。)

The NCAA Board of Governors voted on the issue Tuesday during a meeting at Emory University in Atlanta, Georgia.(NCAA

NCAA rules have long barred players from employing agents. It has also generally refused to let schools pay players.(NCAA

The board has asked each of the NCAA’s three divisions to begin creating new rules that protect amateurism and permit players to make money. The divisions must establish the new rules by January 2021.(理事会はNCAAの3つの部門それぞれに、新しい規則の作成を開始するよう求めている。

Protests Continue in Chile After Replacement of Cabinet
October 29, 2019

For two weeks, hundreds of thousands of people have been demonstrating in Chile’s capital, Santiago.(2

Fresh demonstrations and attacks on businesses were reported Monday. Thousands of protesters crowded into central Santiago. One group set fire to a building that houses a fast-food restaurant and stores.(新たなデモと企業への襲撃が月曜日に報じられている。

President Sebastian Pinera has tried to show Chileans that he is listening to protesters’ calls for greater equality and improved social services. Since the unrest began, Pinera has replaced eight Cabinet ministers with ministers whose politics are said to be more centrist.(セバスチャン・ピニェラ大統領は、さらなる平等と社会サービスの改善を要求している抗議者の声に耳を傾けていることをチリ国民に示そうと努めてきた。

At least 20 people have died as a result of the 11 days of violence. But it is unclear how many were killed by police and how many by looters.(11日間の暴動の結果、少なくとも20人が死亡した。

From overseas, Chile is seen as a Latin American success story. It has had democratically elected presidents. Its economy has grown. Poverty is down. And Chile won Latin America’s highest score on the United Nations Human Development Index, or HDI. The HDI compares life expectancy rates, education and national income per person.(海外からは、チリはラテンアメリカの成功物語だと見なされている。

In 2010, Chile became the second Latin member of the Organization for Economic Cooperation and Development, or OECD, after Mexico.(2010年、チリは経済協力開発機構(OECD)で2番目のラテン諸国からの加盟国になった。

Yet, a 2017 United Nations report found that the richest one percent of Chile’s population earns 33 percent of the nation’s wealth. That helps make Chile the most unequal country in the OECD, slightly worse than Mexico.(にもかかわらず、2017年の国連の報告書によれば、チリの人口の最も裕福な1パーセントが、この国の富の33パーセントを手に入れていることが判明している。

After British Truck Deaths, Vietnamese Families Wait for News
October 28, 2019

British officials have accused a 25-year-old man of causing the deaths of 39 people found in a truck near London last week. The British man also was charged with taking part in an international human trafficking group.(英国当局は、先週ロンドン近郊でトラックの中から発見された39人の死を引き起こしたとして、25歳の男性を告訴した。

In Vietnam, VNExpress reported that 24 families from Ha Tinh and Nghe An provinces in north-central Vietnam do not yet know whether their children are among the dead. Some of the family members have sent pictures of the missing people to relatives and friends in Britain to ask for help.(ベトナムでは、ベトナム中北部のハティン省とゲアン省に住む24家族が、犠牲者の中に自分たちの子供が含まれているのかどうかをまだ知らないとVNExpressが報じている。

Pham Van Thin’s 26-year-old daughter, Pham Thi Tra My, is likely among the 39 people who died in the truck.(Pham Van Thinの26歳の娘、Pham Thi Tra Myはおそらくトラックで亡くなった39人の一人だ。)

Pham said his daughter had sent her mother a text message saying, "I’m sorry Mum. My journey abroad hasn’t succeeded. Mum, I love you so much! I’m dying because I can’t breathe ...

Ha Tinh’s state-run newspaper said last month that over 40,000 people leave the province each year in search of jobs.(ハティン省の国営新聞は先月、毎年4万人以上の人々が仕事を求めて省を離れていると書いている。)

Experts believe human traffickers charge Vietnamese families thousands of dollars to send a relative overseas. Last month, Britain’s Ambassador to Vietnam, Gareth Ward, warned of the dangers of trusting human traffickers.(専門家は、人身売買業者がベトナム人の家族に数千ドルを請求して、家族の一人を海外に送り出していると考えている。

“They are not friends. They are criminals,” he said.(「彼らは友人ではありません。

Should People Kill One Animal to Save Another?
October 27, 2019

Barred owls are a large species native to eastern North America, but they began moving west at the start of the 20th century. By 1973, large numbers of barred owls had arrived in the western state of Washington. Later they moved south into Oregon and California.(アメリカフクロウは北アメリカ東部原産の大型の生物種だが、20世紀の初めに西に移動し始めた。

In parts of the Pacific Northwest, the owls are now believed to be causing a drop in the population of a smaller, less aggressive bird: the northern spotted owl.(太平洋岸北西部の一部では、このフクロウは現在、より小型で攻撃性の低い鳥であるニシアメリカフクロウの個体数の減少を引き起こしていると考えられている。)

In many ways, the barred owl is the spotted owl’s worst enemy. The barred owl has more babies per year and eats the same animals, like squirrels and wood rats. And their numbers are now larger in many parts of the spotted owl’s traditional territory.(多くの点で、アメリカフクロウはニシアメリカフクロウの最悪の敵だ。

It is a controversial, experimental program. More than 2,400 barred owls have already been shot.(これは物議を醸している実験的なプログラムだ。

Marc Bekoff is a professor of ecology and biology at the University of Colorado, Boulder. He strongly opposes the experiment and says humans should find another way to help owls. Bekoff notes that there is no way to see it as a good thing “if you’re killing one species to save another.”.(Marc Bekoffはコロラド大学ボルダー校の生態学及び生物学の教授だ。

“A decision not to kill the barred owl is a decision to let the spotted owl go extinct,” said Bob Sallinger. He is conservation director with the nonprofit Audubon Society in Portland, Oregon.(「アメリカフクロウを殺さないという決定は、ニシアメリカフクロウを絶滅させるという決定だ」と、Bob Sallingerは述べている。

North Korea Weak Link in Fight Against Swine Flu
October 27, 2019

South Korea is creating traps and using unmanned aircraft and expert gunmen in an effort to stop wild pigs from spreading the disease swine flu from North Korea.(韓国は罠を作り、無人の航空機や熟練したハンターを使って、野生のブタが病気を蔓延させるのを阻止しようとしている。

African swine flu is deadly to pigs but is not a threat to humans. The virus has killed large numbers of pigs in many Asian countries. Experts believe wild hogs are a main reason for its spread. Officials say North Korea has ignored the South’s repeated calls for joint efforts to stop the disease.(アフリカ豚インフルエンザは豚にとっては致命的だが、人間にとっては脅威ではない。

South Korea has destroyed about 154,500 pigs in the past month. All were taken from farms near the North Korean border. North Korea has not released any detailed reports on the disease. But South Korea’s intelligence agency says that pig herds in one North Korea province were almost totally lost. North Korea observers in Seoul say pork prices in markets there have increased.(韓国はこの1か月で約15万4,500頭の豚を殺処分した。

Cho Chung-hui is a former North Korean official in charge of farm animal issues. He fled to South Korea in 2011. He says pork makes up as much as 80 percent of protein eaten by North Korea’s 25 million people. Many North Koreans raise and sell a pig or two each year to be able to buy rice.(Cho Chung-huiは、家畜問題を担当していた元北朝鮮の公務員だ。

The 248-kilometer border between North and South Korea is the most heavily secured in the world. However, South Korean officials and experts say wild pigs could still enter in and out of North Korea by swimming across rivers.(南北朝鮮間の248キロメートルの国境は、世界で最も厳重に警備されている。
